Neighbors Help Neighbors, They Don't Tow Them

On Aug 28, 2025, my 80 year old parents' car was towed after registering in the guest spot in front of our home on Lakeshore Edge.  I filed a complaint in court and the judge ruled their car was illegally towed. 


 In court, the Board's lawyer stated  that my parents’ car “violated the Association’s parking policy at least 17 times since August. This displays the owner’s complete disregard of the rules despite being fully aware of them.”


My parents arrived on a Tuesday evening and were towed by Thursday early afternoon. How does a car incur “at least 17 violations” in less than 48 hours?  My understanding in the 10 years owning a home at Hilshire Lakes was violations were recorded with a 24 hour grace period between warnings.  


The Board’s lawyer provided the parking enforcement checks report and user AprilSharr recorded violations by my parents’ car on Aug 27 at 7:26am, 7:28am, 7:33am , 8:04am, 8:35am, and 8:36am.

In the days leading up to the court hearing, user RifhatHOAHilshire recorded violations by my parents’ car on Oct 21, 22, 24, and 27. My parents left on Aug 31 and have not been back (and will never come back.). On the October dates, my parents’ car was at their home over 200 miles away in Boerne.


The Board members responsible for parking and authorized to tow our cars, seem to be carelessly or  fraudulently recording violations to justify the tows.


The clarifications in the petition would force the Board to be more careful in towing cars and return to using it as a last resort.


My parents were in town to attend a family event.  Sadly, we missed the event due to the extreme stress of locating and recovering their car.  It was unnecessary and illegal to tow their car.  If your car is towed, you have 14 business days to file for a hearing in JOP Precinct 6 Place 1.  It is a tedious and tiresome process.  Please reach out to me and I am happy to help you through the process.



We all deserve to live in a community where we feel our personal property is safe. No one should live with the fear of being towed when visiting with friends and family in our homes

On Sept 11, 2025 my wife's parents' car was towed.  My mother-in-law assists us in caring for our infant son and we purchase a quarterly permit to allow them to park in a guest spot across from our home.


In TownSq, our account reflected payment of the permit from June-Sept 2025.  The permit renewal request was sent to PMG on June 7 and acknowledged by PMG on June 9


The invoice for the permit was posted by PMG in TownSq on Aug 25 and promptly paid on Aug 27.  


On Sept 8, the Board President confronted us about payment of the next quarter's permit as our family was sitting in the large green common area.  Per her request, we reached out to PMG on that day for the next renewal of the parking permit.


On Sept 11, our parents' car was towed as they were caring for our infant son.  The Board and PMG denied culpability and refused to reimburse the $310 tow fee.

On Saturday Oct 11 2025, my wife and I were visiting my sister in Hilshire Lakes.  After participating in a breast cancer walk to honor our mother, we parked our car in a guest spot near my sister's home.


There were plenty of empty parking spaces and we were given no warnings before our car was towed in the early morning at 3am.  We hadn't even been parked there for 24 hours.


We called PMG repeatedly for 10 days before receiving a reply that they were not responsible and would not reimburse the $350 tow fee.


We have been going to Hilshire Lakes for 5 years and never once had as much as a warning.  I thought you were supposed to get a few before a towing.


As long as this zero tolerance attitude for guests and unhinged towing is allowed, my wife and I will NEVER visit this neighborhood again.

 I parked in a guest parking spot one Sunday afternoon. Typically, Sundays are very quiet in the neighborhood with minimal guest traffic, so I chose to park there for the day instead of in front of my garage. With my roommates frequently coming in and out, parking in the driveway can become inconvenient.

Later that evening, I went outside to move my truck back in front of the garage, only to discover that it had been towed. This was extremely frustrating, especially considering how empty the guest parking  is on Sundays.

I then had to track down my vehicle at the tow yard and pay over $300 to retrieve it, which felt excessive and unreasonable. It’s frustrating that homeowners in the neighborhood aren’t allowed to use guest parking, especially when most homes have three bedrooms but only a two-car garage. That leaves limited options for additional vehicles.

In my case, I drive a truck that barely fits in the driveway, yet I’m expected to keep it fully within that small space. Overall, the situation feels unfair and poorly accommodating for residents.

A persistent pattern of harassment, privacy violations, and management negligence has made it clear that our current HOA leadership and management company are failing the residents. To protect our property values and our right to live in peace, we must demand immediate policy changes and a leadership overhaul.

The Board President harassed my son, daughter-in-law, guest, contractors, and me on multiple occasions.  Even with a parking permit registered in the system, even after asking her numerous times not to approach anyone except me as the homeowner, even after getting an attorney and filing charges with HPD, she persisted.  It is uncalled for, dangerous, and sick.


 Despite guests being properly registered in the Car Boss system and residents paying for permits, the Board President has repeatedly placed warning stickers on vehicles and threatened towing as a tool of intimidation. She also refused to provide a code for me to give to my guest for parking.


The management company is paid to maintain order and support homeowners. Instead, Terrance Stephens and PMG Houston have demonstrated a complete lack of accountability.  


Between December 2024 and May 2025, numerous emails regarding paid parking decals and harassment reports went entirely unaddressed.  Residents have paid for parking permits that were never delivered, even months after the payment was processed and the permit approved.  When confronted with evidence of harassment, management’s response was to copy a lawyer rather than address the board member's behavior, leaving residents with no choice but to seek their own legal counsel.


We need clear, transparent parking and communication policies that prevent individual board members from acting as neighborhood police. 


 We must hold PMG Houston to the standards of their contract or seek a management partner that actually responds to homeowner concerns. 


The bottom line is, we deserve a peaceful, well-managed community. We should not have to face harassment on our own doorsteps or be ghosted by our own management company. It’s time to take our community back.
